NRDCL MOBILE APPLICATION USER PRIVACY AND ACCEPTABLE USE POLICY

- Purpose
- The NRDCL Mobile Application (“My Resources NRDCL”) is an official digital platform provided by the Natural Resources Development Corporation Limited (NRDCL) for the ordering, booking, and management of sand, boulders, aggregates, timber, and transportation services within Bhutan.
This application is restricted exclusively to authorized online ordering, site registration, delivery confirmation, payment processing, and official administrative purposes for mineral and forest product procurement. Unapproved commercial exploitation, unauthorized access, or non-official misuse is strictly prohibited.
- Personal Information and Privacy
- NRDCL may collect information necessary to provide its digital services, including identification, contact, account, transaction, device, and technical information.
- NRDCL will:
Collect information only for legitimate and stated purposes;
Use information only as necessary to provide, secure, and improve its services;
Protect personal information using appropriate security measures;
Not disclose personal information unnecessarily; and
Obtain consent where required by applicable law or service requirements. - User Responsibility: Users are responsible for providing accurate information and must not submit another person’s personal information without proper authorization.
- Application Permissions
- The NRDCL App may request permissions such as camera, location, notifications, storage/media, or other device access when required for a particular service.
NRDCL will seek to use permissions only when reasonably necessary for the relevant functionality. Users may manage permissions through their Android device settings. Users should review permission requests carefully before granting access.
- Location Information
- Where location information is required, NRDCL will inform users about its purpose. Location information may be used only for legitimate NRDCL services or functionality. Where applicable, NRDCL will clearly disclose in the app and the Google Play Data Safety section whether precise or approximate location information is collected.
- Children, Age and Families Safety
- NRDCL is committed to protecting the privacy, safety, and well-being of children and families who may access the NRDCL App.
No Anonymous Chat: The NRDCL App does not provide anonymous chat, random chat, dating, or communication-with-strangers services and is strictly prohibited from targeting children through such functionality.
Age Appropriateness: Where children are permitted to access any NRDCL service, NRDCL shall ensure that content and functionality available to them are appropriate for their age and that applicable privacy, data protection, and child-safety requirements are observed.
Data Safeguards: NRDCL shall not knowingly collect, use, or disclose children’s personal or sensitive information beyond what is necessary for the relevant service and shall provide appropriate disclosures and safeguards where required.
Prohibited Abuse: Users must not use the NRDCL App to create, upload, share, or distribute content that exploits, abuses, or endangers children, including Child Sexual Abuse Material (CSAM) or Child Sexual Abuse and Exploitation (CSAE). Any suspected child-safety violation reported through the NRDCL App or identified by NRDCL will be addressed in accordance with applicable laws, NRDCL procedures, and Google Play requirements.
Age Restrictions: Where an NRDCL service has an age restriction, users must comply with the applicable age requirements.
- User Data and Third-Party Services (Including AI)
- NRDCL may use trusted third-party services, APIs, SDKs, or technology providers to operate and improve the application. Where third-party services process user information, NRDCL takes full responsibility for ensuring that appropriate privacy, security, limited use, disclosure, and user consent requirements are met.
Third-Party AI Integrations: Where third-party AI services or integrations are utilized within the app, user data shall not be shared beyond what is strictly necessary and permitted for the relevant feature. Third-party AI integrations comply strictly with Google Play User Data policies regarding privacy, data minimization, and consent.
- Account Verification, SMS, Call Logs, and Financial Services
- NRDCL adheres to strict platform requirements regarding sensitive permissions and user security:
Account Verification: Account and identity verification within the NRDCL App are conducted securely through modern verification frameworks (such as the SMS Retriever API or Digital Credentials API).
Call Log Restriction: The NRDCL App strictly does not request or use READ_CALL_LOG permissions or phone call interceptions for account verification or user authentication.
Personal Loans and EWA Exemption: The NRDCL App does not provide personal loan services or Earned Wage Access (EWA) features that require access to sensitive personal data, contacts, media, or phone logs for credit assessment.
- User Responsibilities
- Users must:
Provide truthful and accurate information;
Protect their account credentials and verification codes;
Keep their device and application updated;
Use the official NRDCL App obtained from authorized sources (e.g., official Google Play Store);
Respect the privacy and rights of other users; and
Immediately report suspected unauthorized access, fraud, or security incidents.
- Prohibited Use
- Users must not:
Access another person’s account without authorization;
Submit fraudulent or forged information;
Attempt to bypass application security;
Introduce malware or malicious code;
Reverse engineer, modify, or misuse the application;
Interfere with NRDCL systems or services;
Use automated tools to abuse the application;
Upload unlawful or harmful content; or
Use the NRDCL App for any illegal purpose.
- Data Security and Retention
- NRDCL will take reasonable technical and organizational measures to protect user information against unauthorized access, loss, alteration, or disclosure.
Information will be retained only for as long as necessary for legitimate service, legal, regulatory, security, audit, or business requirements. Where applicable, users may request correction or deletion of their personal information through official NRDCL channels, subject to legal and operational requirements.
- Developer Registration, Content Ratings, and Google Play Compliance
- NRDCL maintains full compliance with all Google Play Developer Policies and Android Platform Standards:
Official App Registration: The NRDCL App is formally registered and verified under NRDCL’s official Google Play Developer account in the Play Console to ensure authentic distribution and certified Android installation.
Content Ratings: The NRDCL App maintains an active, accurate, and official International Age Rating Coalition (IARC) content rating. NRDCL does not distribute unrated applications.
API Level & System Updates: NRDCL periodically updates the NRDCL App to comply with Google Play’s annual target API level requirements, ensuring high performance, enhanced security, and ongoing compatibility. Users are encouraged to keep the app updated to the latest supported version.
- Policy Updates
- NRDCL may update this Policy when necessary due to changes in services, technology, laws, security requirements, or Google Play policy updates. The latest version will always be accessible through the NRDCL App and official website.
